Barbour County Schools will receive separate sealed proposals for a guaranteed Energy Savings Contract until September 21, 2012 at 3:30 P.M. local prevailing time at the office of the Manager/Director of Attendance Facilities and Technology, located at Barbour County Schools 105 South Railroad Street Philippi, West Virginia 26416 Phone: (304) 457-3030 Proposals received after the proposal receipt deadline will not be accepted. Copies of the Request for Proposals will be available after 9:00 A.M. on August 31, 2012. Offerors are required to secure a complete copy of the Request for Proposals from the Board/Team's Administrative Offices at the above address and telephone number. The proposal will be to furnish: ENERGY EFFICIENT EQUIPMENT RETROFIT, BAS SYSTEMS, PREVENTATIVE MAINTENANCE, REPAIR AND MODERNIZATION PROGRAM FOR THE HVAC in the Barbour County CTC and annex, a new fire alarm system per NFPA 101 Life Safety Code, a new automatic sprinkler system per NFPA 101 Life Safety Code, new fire separator panel in the food service area, upgrade to energy efficient emergency lighting in the CTC, upgrade of existing garage space into an energy efficient project based learning collaborative educational space, installation of energy efficient wireless technology in the CTC, installation of smart board and projector technology in the CTC, ceiling replacement throughout the entire CTC, and new energy efficient lighting in the original activity wing of the High School. This Energy Services Proposal will be for (list schools) The Barbour Career & Technical Center, Barbour County Career & Technical Center Annex, and the original activity wing of the High School. Proposals must be submitted in the format required by the Request for Proposals, and must comply with all applicable laws and regulations. All proposals submitted are valid for acceptance by the Board/Team and may not be withdrawn for a period of ninety (90) days after the actual date of opening thereof. Subsequent to the Board/Team's receipt and review of the proposals, interviews may be conducted with the responsible offerors who submitted proposals. The Board/Team reserves the right to select for contract negotiations, the responsible offeror whose proposal is determined to be most advantageous to the Board/Team, taking into consideration, not only price, but all evaluation factors. The Request for Proposals may be canceled or any or all proposals may be rejected, in whole or in part, when it is in the best interests of the Board/Team. This project is subject to the requirements of prevailing wage rates which shall apply to the construction and installation work performed under this solicitation.
