Bids must include all applicable allowances, unit prices, and numbered alternate bids. The Owner reserves the right to waive any informalities in, or to reject, any or all bids. Attention of the bidders is called particularly to the requirements of conditions of employment and to the minimum prevailing wage rates to be paid under the contract as stated in the Instructions to Bidders, the General Conditions of the Contract for Construction, and the Supplementary General Conditions. Bidders are required to comply with the "Affirmative Action" requirements of N.J.S.A. 10:5-31 et seq. and (NJAC 17:27). The objective of this Request for Qualifications is to solicit Qualifications for an energy project to assist the Kansas City, Missouri School District, hereinafter ‘referred’ to as “the School District” to become as energy efficient as possible through installation of energy efficiency measures and optimal and efficient operation and maintenance of equipment. The School District wishes to implement energy conservation measures on a performance based energy savings contract basis. (See State of Missouri Energy Savings Contracts for Governmental Units – SB 0408).
The School District is a Pre K through 12th grade public school district located in Jackson County, Missouri serving more than 17,000 students. The District operates seven high schools, twenty-three elementary schools, and one career and technical center. The District employs nearly 2,300 teachers and administrators.
Under this solicitation, it is expected that only one (1) Energy Service Company (hereinafter referred to as “ESCO”) will be selected to perform all of the work for the School District. For this agreement, State of Missouri Law requires an executory clause under which payments are subject to annual appropriations. The project will be in two (2) Phases. Phase I will be a Comprehensive Energy Audit of the existing facilities and Phase II will be the Implementation of the Phase I Comprehensive Audit. The School District reserves the option to stop after Phase I is completed and presented.

It is currently planned that the School District will purchase, finance, and own any new equipment installed as a result of the project. Qualifications are expected to include the Energy Service Company services in connection with such arrangements. However, it is expected that savings and/or guarantees provided by the Energy Service Company selected pursuant to this RFQ will fully or partially offset the acquisition costs involved for the School District. ESCO should clearly describe the proposed services associated with the procurement and installation of new equipment.

One set of bid documents, drawings and specifications will be available at the office of Consolidated Engineers, 1022 James Drive, Leesport, PA. 19533, for a non-refundable fee of $200.00 per set. Checks shall be made payable to Consolidated Engineers. Prospective bidders are advised that the work to be performed is subject to and governed by the provisions of the Pennsylvania Prevailing Wage Act including all amendments and supplements. Proposals must be submitted in duplicate and on forms included in the bid documents. Proposals submitted on forms other than those provided may be rejected. Proposals are to be submitted in a sealed opaque envelope, addressed to the Owner, identified with the Project name. Proposals are to include the following: 1. A certified check, bank cashier's check, or a bid bond on the forms included in the contract documents, in an amount not less than ten percent (10%) of the base bid as indicated in paragraph 4.3.1, Instructions to Bidders. 2. A Contractor's Qualifications Statement and a Non-collusion Affidavit as indicated in paragraph 4.3.3, Instructions to Bidders. Successful bidders will be required to furnish a 100% Performance and Payment Bond. The cost of the Bonds shall be included in the bid amount. All Bids will be effective for a period of 60 days. The Owner reserves the right to accept or reject any or all bids submitted, to waive any irregularities or technicalities in any bid, and to make awards in the best interest of the School District.

Sealed proposals from qualified sole proprietorships, partnerships, corporations, or other legal entities to provide construction services for the RENOVATION of the HVAC Systems at KIKA De LA GARZA ELEMENTARY SCHOOL Project located at 5441 La Homa Road, Mission, Texas 78575. The School district has selected an architect/engineer to prepare construction documents for this project. The request for competitive sealed proposals that includes construction documents, selection criteria, estimated budget, project scope, schedule, and other information that contractors may require to respond to the request may be obtained from the project Architect/Engineer Halff Associates, Inc. at 5000 West Military Ste. 100, McAllen, Texas 78503. All prospective proposers will be required to deposit a certified or cashier's check or bid bond payable to La Joya ISD as a guarantee of the safe return of the construction documents made part of the request for proposals. No proposal shall be accepted after this deadline. Each proposal is to be submitted in a sealed envelope which is clearly marked: "Competitive Sealed Proposal, "RENOVATION of the HVAC Systems at KIKA De LA GARZA ELEMENTARY SCHOOL Project". Each proposal which is not signed by the offeror or an authorized representative of the offeror shall be rejected. Within 45 days after the date of the opening the proposals, the District shall evaluate and rank each proposal submitted in relation to the published selection criteria. The District shall select the offeror that offers the best value to the district based on the published selection criteria and on its ranking evaluation. The District and its Architect/Engineer may discuss with the selected offeror options for cost reduction. If the District is unable to reach a contract agreement with the selected offeror, the District shall terminate further discussions and proceed to the next offeror in the order of the selection ranking until a contract agreement is reached or all proposals are rejected. A Pre-Proposal Conference will be held at the office of the Construction Project Director at 201 East Expressway 83 La Joya, Texas 78560 at 10:00 A.M. Wednesday, December 12, 2012.
