PURPA at a Glance

Of the river of energy and environmental regulation that flowed from Rachel Carson’s Silent Spring, perhaps one of the least understood is the Public Utility Regulation Policy Act, or PURPA.

PURPA at is simplest form required energy generators to compare the cost of adding new capacity with the cost of purchasing the new electricity from a domestic renewable (or efficient) energy producer. This production included production emanating from cogeneration plants (http://energygridiq.wordpress.com/2012/01/30/cogeneration/)
After comparing the prices, the energy utility had to chose the cheaper of the two options, which often was purchasing energy from renewable sources.

After PURPA was enacted at a federal level in 1978, there has been a trickle of state-by-state adaptation as well as supplementations. However, wherever PURPA was adopted to a degree, it resulted in an increase in the number of independent energy producers in that region.

This was a huge shift in how the energy market had previously operated. Prior to 1978, almost all of the energy generated (and used in the public grid) throughout the United States was controlled by massive utility generation facilities. However, after PURPA, the number of independent power producers rose exponentially. In fact, in terms of added capacity, independent energy producers account for around half of all added capacity on an annual basis today.

Furthermore, independent energy producers now account for roughly 1/3 of the total energy capacity within the United States.

What are the implications of this? Simply, PURPA opened up the door and facilitated the rise of a deregulated energy market. Through the encouragement of small independent energy producers, PURPA showed that a situation with competition could create a more fruitful energy community.

It should be noted that many of the original tenants within PURPA have been altered both through the Energy Policy Act of 1996 and the Energy Policy Act of 2005.

Since continents are as un-normalized as you could possibly get, treating them as equal components in an overall picture gives a highly skewed, and in no way accurate interpretation of the energy industry as a whole. 2) Political partisanship is an issue for energy security. That much is understood by democrats and republican alike. From expiring tax credits to the inability to make any successful decisions on the keystone pipeline, whether you are for oil, LNG, renewables, or coal, the political climate is simply unbearable. A Note On How Proven Petroleum Reserves Are Calculated

 We’ve all heard that ‘oil is running out’ and that peak oil has come and gone with the Hubbert Curve. Yet notice that data on oil reserves change and usually grow with time. While some of this is geologic discovery, there’s another component that often goes unlooked: profit. Proven Reserves are calculated by what’s economically profitable for extraction by today’s market price of oil. Perhaps the best example of this is Canada.

      Alberta is rich in oil and it’s been known since the 18th Century and yet were only relatively recently counted into proven reserves and exploited for oil. Why? The oil is saturated into sand and requires labor and energy intensive processes for extraction. Throughout fluxuating oil prices of the 60′s and 70′s, several companies made attempts to extract oil but only in 2003 did oil production take off. The oil was there. The technology was there. But only then was the profit there.

      And now we jump forward to today and the current status of energy. As emerging economies, BRIC, EU and the US increase their demand for industrial scale energy the supply will follow and can do so for a long time, even if oil as we think of it runs out. There’s a process called the Fischer-Tropsch process that can convert gas and coal to liquid hydrocarbon. Recall gas discoveries in the US recently or the coal vanes that run through so much of the Northeast Corridor of the US and in the UK and consider that if price (read demand) was to continue to climb, gas and coal are potential (albeit far off) reserves that could in theory last easily into the 22nd Century.

      Given the trajectory of world economic growth – even if it were only nominal per annum – there is an absolute need to find alternative solutions and intentionally put them into place. Some might think that as oil comes closer to running out, sooner or later alternative energy will no longer become the alternative. This is specious; oil is not running out anytime soon and the time to act is now.
