The Department of Veterans Affairs, Program Contracting Activity Central (PCAC) anticipates soliciting offers and subsequently awarding a single, Firm-Fixed-Price contract for the purchase of Renewable Energy Certificates (RECs). The contractor shall furnish 200 million worth of RECs from wind, solar, geothermal and biomass renewable resource facilities and 200 million worth of any type RECs from New Renewable Energy Source facilities.
PROJECT SCOPE:
The contractor shall furnish 200 million worth of RECs from wind, solar, geothermal and biomass renewable resource facilities and 200 million worth of any type RECs from New Renewable Energy Source facilities, with the option of provide 200 million worth additionally of each type. Note: The Government will NOT accept qualifying hydropower as a renewable resource under these requirements. At the cost of the contractor, an independent third party verification audit is required for this contract, whereas independent means the third party has no commercial interest in the sale of the RECs.
