The primary purpose of this study is to separately evaluate and verify the impact of energy efficiency programs for both regulated and unregulated heating fuels for program years 2008, 2009 and 2010, as well as the electric energy savings attributable to these programs for this period. This evaluation has two distinct and independent tracks, one track for regulated fuel and one track for unregulated fuels. The project has three areas of focus impact evaluation, process evaluation and market research. The goal of the impact evaluations is to develop independent estimates of program savings and to compare the evaluation results with internal program savings projections as well as to provide suggested mechanisms for adjusting future savings projections as necessary. The goal of the process evaluation is to identify recommendations for increasing participation rates and average savings per participant. The goal of the market research is to identify strategies to achieve and increase participation in the three categories of the non-participating single-family households. Additional goals are to identify avenues for reducing program administrative costs and for improving installed measure quality and longevity.
