The County intends to engage a consultant in a public/private partnership to provide third party administrator services to deliver financing targeted at energy conservation and efficiency retrofit for the homeowners and businesses of Broward County at low or no cost to Broward County government. The project should address the wide range of services required for effective energy efficiency retrofit financing program implementation, including but not limited to, a description of processes for energy use surveys, project evaluation and approval, financing, and post installation verification. Administrator responsibilities would also include coordination with contractors and reporting. The intent of the program is to provide a “turnkey” service for Broward County property owners who would otherwise be unable or unwilling to finance energy efficiency improvements and renewable energy options. Potential expansion of the financing beyond Broward County’s borders should also be addressed.
