The Westfield Housing Authority, the Awarding Authority, invites sealed bids from HVAC Contractors for the Boiler and Domestic Water Heater Replacement of the Charles F. Ely Apartments (667-3) for the Westfield Housing Authority in Westfield, MA, in accordance with the documents prepared by Reinhardt Associates, Inc. The Work under this Contract is funded by the 2009 American Recovery and Reinvestment Act U.S. Department of Energy Weatherization Assistance Program though the Department of Housing & Community Development. The Project consists of: Remove existing boiler and Water heater(s) for (6) 10 unit apartments. Install (6) new condensing boilers and indirect water heaters and associated items shown on plans. The work is estimated to cost $300,930 Bids are subject to M.G.L. c.149 44A-J and to minimum wage rates as required by M.G.L. c.l49 26 to 27H inclusive and to Davis-Bacon wage rates. Section 1606 of the American Reinvestment and Recovery Act (ARRA) requires all laborers and mechanics employed by contractors and subcontractors on projects funded directly by or assisted in whole or in part by and through the Federal Government pursuant to the 2009 American Recovery and Reinvestment Act shall be paid wages at rates not less than those prevailing rates on projects of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of chapter 31of title 40, United States Code General bidders must be certified by the Division of Capital Asset Management (DCAM) in the category of HVAC. General Bids will be received until 2:00 P.M., May 23, 2012 and publicly opened, forthwith. Filed sub-bids for the trades listed below will be received until 12:00 Noon, May 16, 2012 and opened forthwith. Filed sub-bidders must be DCAM certified for the trades listed below and bidders must include a current DCAM Sub- Bidder Certificate of Eligibility and a signed DCAM Sub-Bidder's Update Statement.
