Energy Project RFP Alert - US PA - The Municipality Of Norristown Bid - Hvac Improvements

Sealed bids for the Norris Hose Fire Company-HVAC Improvements (Re-Bid), as delineated in the plans and specifications, until 3:30 P.M. (prevailing time) on Tuesday, September 25, 2012 in Municipal Council Chambers, Municipal Hall, 235 East Airy Street, Norristown, PA 19401, at which time and place all bids will be publicly opened and read aloud. The project involves the creation of additional paved parking areas. Funding for the project is derived from the Federal Community Development Block Grant (CDBG) Program. The project has a budget of approximately $40,000.00 Contract documents, including Technical Specifications are on file in the Planning Department in Norristown Municipal Hall where they may be inspected at any time during working hours (8:30 - 4:30). Copies of the Contract Documents may be obtained from the Planning Department for a NON-REFUNDABLE charge of twenty-five dollars ($25.00) per set. (Contract Documents will be mailed for an additional non-refundable charge of $5.00). Contract documents may not be reproduced or transferred without the written permission of the Norristown Department of Planning & Municipal Development. A certified check or bank draft, payable to the order of the Municipality of Norristown, negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond Executed by the Bidder and an acceptable surety, in an amount equal to Ten Percent (10%) of the bid amount shall be submitted with each bid. The successful Bidder will be required to furnish and pay for the Satisfactory Performance Bond, Payment and Labor Materialmen's Bond and a Maintenance Bond. All bidders are required to comply with the Municipality's Responsible Contractor Ordinance (R.C.O.) where the value of awarded work exceeds $25,000.00. All Contractors and Subcontractors shall participate in a "Class A" Apprenticeship Program when the R.C.O. applies. The bidder's attention is called to the fact that the successful bidder shall pay no less than the current wage rates set forth by the U.S. Department of Labor determined for the project area as described in the contract documents. The successful bidder must insure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. The Municipality of Norristown reserves the right to reject any or all bids or to waive any informalities or irregularities in the bidding, when, in the opinion of the Municipality, such rejections or waivers shall be to its interest or advantage. Prior to awarding the Contract, Bids may be held by the Municipality of Norristown for a period not to exceed sixty (60) days from the date of Bid opening for the purpose of reviewing the Bids and investigating the qualifications of the Bidders. The Municipality encourages the participation of Minority Business Enterprises (MBE) and Women Business Enterprises (WBE) for this project. All Bidders are invited to attend a PRE-BID MEETING to be held at 10:00 A.M., on Monday, September 17, 2012, at Municipal Hall, 235 East Airy Street, Norristown, PA, 19401.
