This announcement is for informational purposes only. A Notice of Opportunity was issued on September 19, 2012 to all interested energy service companies (ESCOs) holding Department of Energy (DOE) indefinite-delivery, indefinite-quantity (IDIQ) energy savings performance contracts (ESPCs). The Notice of Opportunity was issued to the DOE ESPC contract holders under the authority provided in 42 U.S.C. 8287, 10 CFR 436 Subpart B, and FAR 23.205. To fulfill the President's energy-reduction mandate, as promulgated by Executive Order 13514 and by Presidential Memorandum, the General Services Administration, Public Buildings Service, Region 2, is seeking to implement various energy conservation measures (ECMs) in 11 facilities located in Manhattan, Brooklyn, and White Plains, New York, and covering a total area of approximately 8,583,058 gross square feet of conditioned space. The primary goal of this project, after implementation of the selected ECMs, is to achieve a 20 percent reduction in Region 2's average annual consumption of energy. Another goal of this project is to achieve a 26 percent reduction in Region 2's average annual consumption of water.
