Mineral County Commission and Mineral County Historical Foundation will accept sealed bids on the design and installation of a HVAC system for the Travelers Rest (Old Stone House) Visitor's Center located on U.S. Route 50 near Burlington, West Virginia. Sealed bids will be received by Mineral County Commission, 150 Armstrong Street, Keyser, WV 26726 until 1:00 PM on Wednesday, October 17, 2012. Bids received after that time will not be accepted. All sealed bids will be publicly opened and read aloud at the above address in the Commission Meeting Room immediately following the scheduled closing time for receipt of bids. Interested parties are invited to attend. Prospective bidders may obtain copies of the bid documents from the Mineral County Commission, 150 Armstrong Street, Keyser, WV 26726 or by calling (304) 788-5921. A mandatory pre-bid conference will be held at the Travelers Rest Visitor's Center on Tuesday, October 2, 2012 at 10:00 AM (local time). Attendance by all bidders is mandatory. Bidders on this work will be required to comply with the President's Executive Order No. 11246, which prohibits discrimination in employment regarding race, color, creed, sex or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act (Copeland Act), the Anti-Lobbying Requirement (Sec. 1352, title 31, US Code), the Contract Work Hours Standard Act, The Davis-Bacon Act, and the West Virginia Division of Labor Wages for Construction of Public Improvements pursuant to the West Virginia Code 21-5A-3. The project is partially funded by a grant from the Federal Highway Administration Enhancement Program administered by the West Virginia Department of Transportation, Division of Highways. Construction must be in conformance with the guidelines of the Enhancement Grant Program and all applicable State and Federal Regulations. The Certificate of Compliance, Bid Sheet and other pertinent and required documents, as outlined in the Instructions to Bidders, shall be enclosed in a sealed opaque envelope. The envelope shall be addressed to the Mineral County Commission, 150 Armstrong Street, Keyser, WV 26726 and shall be identified with the Project Name: Travelers Rest HVAC Project and the Bidder's Name and Address. If the Bid is sent by mail, the sealed envelope shall be enclosed in a separate mailing envelope with the notation "SEALED BID-HVAC PROJECT ENCLOSED" on the face thereof. The sealed envelope will be checked to make sure that all documents are in order. If the bid documents are in order, the Bid Sheet will be publicly read aloud. If any bid documents are missing the bid will be considered non-responsive and will be returned to the Bidder. No bid shall be withdrawn for a period of sixty (60) days after the time of bid opening without the consent of the Mineral County Commission. The County reserves the right to reject any or all bids and waive any irregularity therein.
