Bids & Proposals West Chester Borough REQUEST FOR PROPOSALS West Chester Borough requests sealed proposals for Energy Efficiency Services Including Equipment, Installation, Training and Maintenance of Energy Efficient Equipment for the West Chester Municipal Building. For all those submitting proposals, attention is directed to Act 57, Act 77, and Act 39 of the Pennsylvania law governing energy performance contracting in connection with public buildings and facilities. Proposals will be received at the Borough Manager's Office located at 401 East Gay Street, West Chester, PA 19380 until 2:00 pm on July 15, 2012 , and will be publicly opened and read. Borough Council reserves the right to reject any and all proposals and to waive any irregularities or informalities in the bid process where in the best interest of West Chester Borough.
