Sealed Bids for the construction of the digester boiler replacement are invited and will be received by the Benton Harbor-St. Joseph Joint Wastewater Treatment Plant, Joint Board of Commissioners, (hereinafter referred to as Owner) at the wastewater treatment plant Administration Building located at 269 Anchors Way, St. Joseph, Michigan 49085 on or before, but not later than 2:00 PM Local Time on Monday, July 2, 2012 and immediately thereafter all bids received will be publicly opened and the prices bid read aloud. Sealed envelopes or packages containing bids shall be marked or endorsed "Bid for Dual Fuel Boiler Upgrade." No bid will be considered unless it is made on the bid form which is included in the Project Manual. General Description of Work The above designated work and improvements referred to as Dual Fuel Boiler Upgrade, on which bids are requested will include the following construction: Two new dual fuel water tube boilers and two new hot water pumps and heat exchanger including piping, valves, instrumentation and control, and electrical work. Modifications to the existing Digester Control Building will require a new reinforced concrete exterior stairwell, auger cast foundation piles, new stairs, new lower level door cut into existing concrete wall, new grade floor exterior door cut into existing wall with associated brickwork, and new stairwell building enclosure. The project includes all associated civil, architectural, structural, piping, electrical, instrumentation installations and all other work shown, specified and required for complete systems. Bidding Documents A copy of the Bidding Documents are on file and are available for inspection at the office of the Owner at Administration Building, 269 Anchors Way, St. Joseph, Michigan 49085, (269)983-7719 and at the office of: AECOM 303 East Wacker Drive Suite 600 Chicago, IL 60601 (312)938-0300 Reference shall be made to said documents for full particulars respecting the work to be performed. Copies of Bidding Documents required for review or bidding purposes may be obtained only from the office of the Owner or AECOM at the addresses named above upon payment to AECOM the sum of one-hundred and fifty dollars ($150.00) for each set of documents so obtained. These monies are non-refundable. The documents will include a hard copy of the plans and specification and an electronic pdf copy on CDROM. Bid Security Each Bid shall be accompanied by a certified or cashier's check payable to the order of the Owner, or a satisfactory bid bond executed by the Bidder and a surety company, in an amount not less than five percent of Bidders maximum Bid price as a guarantee that the Bidder will within fifteen (15) days after the date of the award of a contract execute an Agreement and file bonds and insurance as required by the Bidding Documents if his Bid is accepted. If the Successful bidder fails to execute and file an Agreement, bonds and insurance as required by Bidding documents, the amount of the security submitted with his Bid shall be forfeited. Holding of Bids No Bid shall be withdrawn after the opening of bids without the consent of the Owner, for a period of ninety (90) days after the scheduled time of closing bids. Award of Contract The Owner reserves the right to reject any Bid for failure to comply with all requirements of this notice or any of the Bidding Documents; however, it may waive any minor defects or informalities at its discretion. The Owner further reserves the right to reject any and all Bids or to award a contract which in its judgement is in the best interest of the Owner.
