Notice of Opportunity was issued on September 18, 2012 to all interested energy services companies (ESCO) holding Department of Energy (DOE) indefinite-delivery, indefinite-quantity (IDIQ) energy savings performance contracts (ESPCs). The Notice of Opportunity was issued to the DOE-ESPC contract holders under the authority provided in 41 U.S.C. 8287, 10 CFR 436 Subpart B, and FAR 23.205. To fulfill the President's energy-reduction mandate, as promulgated by Executive Order 13514 and by Presidential Memorandum, the General Services Administration, Public Buildings Service, Region 2, is seeking to implement various energy conservatio measures (ECM) in two federally owned buildings. One building is located in Puerto Rico and the other building is located in St. Thomas, U.S. Virgin Islands. The intention of this project is to convert these two buildings into highly sustainable, highly energy efficient buildings. Lighting retrofit, glazing and HVAC systems, and building automation control systems and programming is another area where specialized experience and knowledge is required as is HVAC. All equipment and components used shall be Energy Star certified (where appropriate) and of the highest energy or other efficiency that can be reasonably, economically, and presently be obtained with current state of the art equipment. The Contractor shall be responsible for the physical installation of the improvements and equipment. The ESCO should also be knowledgeable and experienced in traditional energy conservation and energy efficiency technologies and construction methods as well as renewable sources of energy production.The successful contractor will have to be knowledgeable and capable of construction of Energy Star and LEED certified buildings and of obtaining those certifications for any facility that does not yet have them.
