Description:
The State of Vermont Public Service Board ("Board") is releasing this Request for Proposals ("RFP") to solicit responses from parties interested in providing services assisting with modifications to the Vermont standard-offer program.

Project History/Background:Pursuant to the Vermont Energy Act of 2009, the Board established a standard-offer program with a 50 MW cap, under which qualifying facilities (new renewable projects with capacity of 2.2 MW or less) would receive standard-offer prices based on the cost of developing a project plus a reasonable rate of return. Public Act 170, passed this year by the Legislature, require significant revisions to the standard-offer program, including: (1) adding a requirement that the Board adopt a market-based mechanism for establishing standard-offer prices (assuming that certain criteria are met); (2) require that the Board establish an avoided cost methodology to establish standard-offer prices; (3) expand the programmatic cap to 127.5 MW over a ten-year period; and (4) establish a process by which certain standard-offer projects would not be subject to the programmatic cap if such projects provide “sufficient benefits” to the electric grid. The Board has opened two dockets to address these requirements: Docket 7873 addresses programmatic changes to the standard offer program and Docket 7874 addresses the market-based mechanism and the avoided cost pricing methodology.
