Jackson County Schools (JCS) is seeking proposals for qualifications and experience from qualified and nationally accredited energy services companies (ESCOs) for developing and contracting for a full range of energy conservation measures (ECMs), through an energy performance-based contract with JCS. The ECMs may include, but are not limited to, the design, acquisition, installation, modification, maintenance and training of the heating and ventilation and air condition systems, lighting systems, control systems, building envelope, hot water system, water consumption and sewage costs and other energy using devices. ECMs may also include the training of facility staff with respect to routine maintenance and operation of all improvements. The ECMs must result in a guaranteed minimum annual energy savings. Any stipulated energy and/or operational cost savings that may be attributed to this project will be rigorously reviewed by the contract to thoroughly document and verify the savings, which must be approved by JCS. The ESCO must offer to provide a competitive financing package for the project and the energy savings guarantee shall be in place for the entire term of the financing. This energy performance-based contract shall be in accordance with the West Virginia Code Section §18-5-9a. As such, the ESCO will be required to guarantee the energy savings on an annual basis. Annual reconciliation of the achieved savings will be required. The ESCO shall reimburse JCS for any shortfall of guaranteed energy savings projected in the contract. Description of Evaluation Process: 1 .Submission of Proposal. ESCO must submit a proposal to Mr. David Moore, Assistant Superintendent, Jackson County Schools, P.O. Box 770, Ripley, WV 25271. The document submitted should include qualifications and experience of the ESCO. Five (5) copies of the document shall be provided. The ESCO should provide at least ten references of projects completed for K-12 clients. There will be a mandatory pre-proposal meeting on July 18, 2012 at 10:00 am at Jackson County Schools Administrative Office located at 1 School Street, Ripley, WV. Upon review of the Proposals, up to three (3) ESCOs may be selected to make presentations to JCS's selection committee. Respondents will be notified of the selection committee's decision in writing.
