Electronic bids will be received via the Internet until 2:00 P.M. on August 28, 2012, by NJ TRANSIT for the Lighting Improvements of the Raritan Train Yard located at Raritan, New Jersey. This project has been designated as a 100% SBE Set-Aside . Only Small Business Enterprises may participate in this Invitation for Bids. Interested SBE firms must be registered with the New Jersey Commerce and Economic Growth Commission as a SBE at the time of Bid Opening. Bids for the project will be downloaded from the Bid Express website on the scheduled Bid Due Date (subject to change by Addenda) at 2:00 P.M., and publicly opened and read immediately thereafter. The Bidder must upload its bid prior to the hour named so that it is included in the project download. Late bids cannot be accepted. This is the only way to submit a bid for this project; paper bids will not be accepted. The work under this Invitation for Bids generally consists of, but is not limited to, constructing a portal truss across all yards tracks to provide directional lighting between tracks for the safety of service personnel, who work on trains berthed in the yard at night. Completion of the project will require coordination not only NJ TRANSIT, but also with NJDCA. All work must be in strict conformance with the drawings and specifications provided in the Bid Documents. In order to obtain all pertinent Bid Documents, interested firms must register with BID EXPRESS at https://www.bidx.com. Contractors that are currently registered with BID EXPRESS to bid NJDOT or any other public construction project do not require further registration, only an additional digital ID. All fees are directly payable to Bid Express. All firms must be prequalified by NJ TRANSIT prior to submitting a bid. Completed prequalification forms MUST be submitted to NJ TRANSIT's Bid Desk at least ten (10) days prior to the scheduled bid opening date. Late submissions MAY NOT be considered. A pre-bid conference has been scheduled for 10:00 a.m. on August 1, 2012. The pre-bid conference will be held at NJ TRANSIT's Headquarters located at 1 Penn Plaza East, Seventh Floor Claims Conference Room, Newark, New Jersey 07105-2246. The site visit is scheduled for 1:00 p.m. on August 1, 2012. The site visit will be held at the Raritan Rail Yard located at 24 Johnson Drive, Raritan, New Jersey 08869.
