RFP Description:
The Bureau of General Services in the Department of Administrative and Financial Services in cooperation with other participating departments of state government seek to create a list of qualified vendors of energy service or 3rd party financing companies for design, installation, operation, maintenance and financing of energy conservation measures at state facilities. This list of prequalified vendors would then be used to develop project lists for selected state facility locations and enter into performance savings contracts with the State of Maine in accordance with Title 5, M.R.S.A. Sections 1767 and 1770. The Bureau of General Services seeks to create a list of vendors to pre-qualify them for future needs of the Bureau and other departments in state government in providing energy audits, performing engineering studies, and developing lists of projects that would provide savings from energy conservation measures at selected locations. Vendors must be able to provide analysis of the selected locations in question with documented savings estimates and simple payback time frames for the identified projects.
