The City of Newark, Department of Administration, is soliciting through the Fair and Open Process in accordance with
The New Jersey “Local Unit Pay to Play” Law N.J.S.A. 19:44A-20.4 et seq., “Request for Proposals” (RFP) for
assistance in Developing and Implementing an Energy Savings Plan for Municipal Buildings/Facilities in accordance with the New Jersey Board of Public Utilities Energy Savings Improvement Program guidelines and protocols. Any organizational representative obtaining a copy of this RFP package will be required by the Department of Administration to sign in as a “Registered Respondent.” In order to become a Registered Respondent, prospective bidders must either pick up an RFP package in person and sign in at the address above or may register via emailing sonkinj@ci.newark.nj.us. Emails must include name of contact person and name, address and phone number for firm. No one other than an employee designated by the Department of Administration is authorized to release a copy of this RFP package. All registered respondents are strongly encouraged to attend this pre-bidders’ conference and building walkthrough to be held on Tuesday, January 8, 2013 in Room B-29 in Newark City Hall, 920 Broad Street, Newark,
New Jersey 07102 at 9am. This conference will provide an opportunity to for you to meet with designated City of
Newark representatives to discuss the RFP and its requirements in detail, obtain a better understanding of current
building conditions and discuss the project scope of work and anticipated/procurement timeline. There will also be a
walk-through tour of 5 representative sample buildings included in this RFP (920 Broad St., 31 Green St., 828 Broad
St., and 1020 Broad St.).
