Energy Project RFP Alert - US MO - Kansas City, Missouri School District Bid - Performance Based Energy Services

Description:
The objective of this Request for Qualifications is to solicit Qualifications for an energy project to assist the Kansas City, Missouri School District, hereinafter ‘referred’ to as “the School District” to become as energy efficient as possible through installation of energy efficiency measures and optimal and efficient operation and maintenance of equipment. The School District wishes to implement energy conservation measures on a performance based energy savings contract basis. (See State of Missouri Energy Savings Contracts for Governmental Units – SB 0408).
The School District is a Pre K through 12th grade public school district located in Jackson County, Missouri serving more than 17,000 students. The District operates seven high schools, twenty-three elementary schools, and one career and technical center. The District employs nearly 2,300 teachers and administrators.
Under this solicitation, it is expected that only one (1) Energy Service Company (hereinafter referred to as “ESCO”) will be selected to perform all of the work for the School District. For this agreement, State of Missouri Law requires an executory clause under which payments are subject to annual appropriations. The project will be in two (2) Phases. Phase I will be a Comprehensive Energy Audit of the existing facilities and Phase II will be the Implementation of the Phase I Comprehensive Audit. The School District reserves the option to stop after Phase I is completed and presented.

It is currently planned that the School District will purchase, finance, and own any new equipment installed as a result of the project. Qualifications are expected to include the Energy Service Company services in connection with such arrangements. However, it is expected that savings and/or guarantees provided by the Energy Service Company selected pursuant to this RFQ will fully or partially offset the acquisition costs involved for the School District. ESCO should clearly describe the proposed services associated with the procurement and installation of new equipment.
