RFP Description:
The State of Oregon is seeking a contractor to provide foundational work for energy and
climate policy analysis and potential future modeling in support of Governor Kitzhaber's
Ten Year Energy Action Plan. The primary focus of this work will be to develop greenhouse
gas abatement cost curves for Oregon. A secondary focus of this work will be to use those
abatement cost curves, among other components, to provide baseline macroeconomic analysis
that can serve as a backbone for future modeling efforts. Time constraints dictate that
the work be conducted quickly, with the contractor providing firm guarantees that ehey can
