Alert Type: Bid Description: The Naval Facilities Engineering Command, Southwest (NAVFACSW) intends to award a Basic Ordering Agreement to local utility company located within bases within San Diego Gas & Electric Company under the authority of 10 U.S.C 2913, which allows the Navy to enter into agreements with gas or electric utility companies to design and implement cost-effective demand and conservation incentive programs (including energy management services, facilities alterations, and the installation and maintenance of energy savings devices and technologies by the utility companies) to address the requirements and circumstances of the installation. The Contractor will furnish all material, supervision, tools, equipment, labor, transportation, subcontract management, project management and upon mutual agreement, initial capital, to implement such projects as specified in an individual Delivery Orders.
