Sealed Bids will be received by The City Clerk of the City of Hoover, Alabama, 100 Municipal Lane, Hoover, AL 35216, until 3:00 P.M. local time, Wednesday, February 13, 2013, at which time they will be publicly opened in the Council Chambers of Hoover City Hall, 100 Municipal Lane, Hoover, AL, for furnishing all labor, materials and equipment, and for doing the work of con- structing, according to Specifications and Contract Documents, the works of im- provements hereinafter described. No Bids will be received after the time set forth, and the proposals will be publicly opened and read. The work shall consist of the construction of the ROADWAY LIGHTING & TRAFFIC SIGNAL MAINTENACE. All the work shall be accomplished in accordance with the City of Hoover Specifications and Policies and the ALDOT Standard Specifications for Highway Construction, Latest Edition. Specifications, and Contract Documents are open to public review at the office of The City Clerk of the City of Hoover, 100 Municipal Lane, Hoover, Alabama. Alterna- tively, a copy may be obtained from the City of Hoover Engineering Department, 2020 Valleydale Road; Suite E100, Hoover, Ala- bama 35244. NOTE: NO SPECIFICATIONS OR CON- TRACT DOCUMENTS WILL BE MAILED. The Contract award, if made will be made to the low, responsive, responsible Bidder as evidenced by: (1) a completed Proposal Form in accordance with the Instructions to Bidders and in accordance with stipulations in other sections of the Contract Docu- ments; (2) no special conditions or qualifi- cations made by the Bidder; (3) no alterna- tive Bids or offerings for any items unless such alternative Bids or offerings are re- quested in the Technical Specifications. The work of constructing the facilities and improvements will be let under one Contract and all materials and equipment, except as noted, shall be furnished and in- stalled by the Contractor. All Bids shall remain valid for a period of ninety (90) calendar days after the date of receipt of Bids. The Owner reserves the right to reject any or all Bids, to waive any informality in any Bid, and to accept any Bid considered to be advantageous to the Owner. A Bid Bond in an amount of not less than five percent (5%) of the total amount Bid (not to exceed $10,000) must accompany each proposal. The payee of such bond shall be The City of Hoover, Hoover, Ala- bama. The Bid Bond shall bear the same date as set for the receipt of Bids. Bid Bond shall be signed by an agent authorized to do business in the State of Alabama. The Contractor whose Bid is selected must furnish a Performance Bond for one hundred percent (100%) of the Bid amount and must secure his bonds from a bonding company's representative agent authorized and licensed to do business in the State of Alabama. Each bond shall be countersigned by an agent of the Surety having residence in the State of Alabama, and is authorized and licensed to do business in the State of Alabama and each bond shall depict the complete address if said agent. The Contractor shall arrange and pay for all water, lights, power, and telephone ser- vice used in his construction operations. The Contractor shall obtain and pay for all licenses and permits required by the State, County, or City authorities regarding the segments of the work.
