Requesting a proposal for the design/engineering to support development efforts of a Biomass based district-like heating facility to be located in Orofino, ID. Responders must provide the majority of the necessary skills required for project completion. The concept to develop a biomass heating facility to support cost savings measures at the ID Correctional Institution-Orofino (ICI-O) began in 2006 and two technical feasibility studies have been completed: a Federal Energy Management Program Report that considered a heat-only biomass system to supply the ICI-O; and the Clearwater County Biomass Energy Report that considered a scalable Combined Heat & Power facility. Each of the previous efforts to evaluate feasibility have recommended a small scale heat-only facility. Responses (5 copies) are due on November 26 at 3:30 p.m. Proposal should be marked Biomass Plant Engineering , and should be delivered to: Clearwater Soil & Water Conservation District, 12730 Hwy 12, Suite C, Orofino, ID 83544. Proposals will be evaluated by the criteria listed below. They should be organized and identified in the same order. 1. Identification of the project team for this project and documentation of the professional background and qualifications of key personnel 2. Examples of similar Biomass Heat System projects and studies 3. Sample of Design Requirements utilized for previous similar Biomass Heat System Projects, utilized and/or created by the applicant 4. A discussion of financing approach for construction and implementation financing options 5. Identification of fuel sourcing plan for the anticipated System 6. Technical Approach 7. Project Schedule Design & Engineering Inclusions: A consulting firm will be hired to conduct a detailed analysis of feasibility and to develop an implementation plan that will direct the Clearwater Conservation District along the development pathway of facility construction and operations. The project will provide engineering to deliver heat to ICI-O and include extensions to interconnect adjacent facilities (Orofino High School, Clearwater Valley Hospital-Clinics and Clearwater Health & Rehab). Deliverables will include: I. An executive summary that summarizes the findings of the study and any recommendations. II. Geotechnical site survey III. Identification of plant boiler type and most likely facility operational range (BTU?s) IV. Foundation design and structural drawings V. Comprehensive Costs Analysis VI. Project ownership and finance structure options The final selection will be based upon the qualifications criteria listed above, as well as the following: 1. Ability to demonstrate an understanding of the project?s needs and special challenges 2. Degree of interest and responsiveness shown in the undertaking the project 3. Overall quality of the response 4. Demonstration of past ability to meet your clients? needs 5.
