Description:
The Syracuse Housing Authority, Syracuse, New York, will receive proposals for ENERGY PERFORMANCE CONTRACTING PROGRAM. Proposals will be received until 10:00 AM local time, Tuesday, March 6, 2012, at the office of the Housing Authority, 516 Burt Street, Syracuse, NY 13202. Proposals received after this time will not be accepted. All proposals must be submitted in sealed envelopes bearing on the outside: "REQUEST FOR PROPOSAL - ENERGY PERFORMANCE CONTRACTING PROGRAM, NOT TO BE OPENED UNTIL 10:00 A.M., MARCH 6, 2012", and clearly list the name, address and phone number of the proposer. If forwarded by mail, the sealed envelope containing the proposal and marked as above, must be enclosed in another envelope addressed to Mr. Marty Brunet, Facilities Engineer, preferably by registered mail, and received on or before the stated time. Solicitation Packages can be obtained at the offices of the Syracuse Housing Authority upon depositing a non-refundable fee of $25.00. A separate check in the amount of $15.00 is required for the shipping of each package. Documents will be shipped via Federal Express Standard unless otherwise arranged and compensated. All proposals must be accompanied by a completed "Certifications and Representations of Offerors, Non-Construction Contract". Attention is called to the provisions for Equal Employment Opportunity, Minority and Women's Business Opportunities, and resident employment (Section 3) requirements, and the winning pro-poser shall complete and submit acceptable MBE and section 3 Participation Plans before contract award. The minimum wages applicable to this contract are set forth in the specifications. An initial site visit is scheduled for Tuesday, February 14, 2012. A tour of the various developments will follow. The Owner reserves the right to waive any informality in or to reject any and all proposals. No proposer may withdraw his proposal for a period of forty-five (45) days after the actual proposal due date.
