RFI Description:
The Houston Community College (“HCC”) is seeking a statement of qualifications from firms interested in providing Third Party Energy Audit Services to (i) validate energy savings of proposed projects, and/or (ii) verify the energy performance of completed projects to determine the energy savings achieved. The selected firm must have extensive knowledge of energy and water-using systems found in institutional buildings, a working knowledge of energy efficiency retrofits utilizing state-of-the art technologies and a specific understanding of building operations and maintenance procedures. They must also be experienced in conducting energy and water analyses that identify energy and water efficiency retrofit projects in institutional or commercial buildings. The firm must be knowledgeable in Measurement and Verification (M&V) techniques and protocols. The selected firm will be expected to perform the services in accordance with the Scope of Services set forth in Attachment No. 2 and in accordance with the requirements of this solicitation, as well as the State Energy Conservations Office.
