Sealed Bids for the construction of Athens Town Hall HVAC Improvements will be received by the Athens Town Council at Athens Town Hall, 202 South State Street, Athens, WV 24712 until 1:00 P.M., L.P.T., December 19, 2011 and then at said place publicly opened and read aloud.Bids shall be submitted at the time and place indicated in the Advertisement for Bid. All Bids must be placed within a sealed envelope and shall include the notation BID ENCLOSED on the face of it along with the Bidder's name, address, and project name. Bids delivered via mail or other delivery system must be delivered by the above stated date and time of the Bid Opening.The work covered by the Contract Documents includes the following:Install a split type ductless heat pump AC system consisting of: one (1) roof mounted 36,000 BTU 16 SEER minimum rating outdoor unit; two (2) 12,000 BTU 20 SEER minimum rating, one (1) 9,000 BTU 20 SEER minimum rating, condensate pump and related piping between the various units, as well as electrical wiring to existing electrical panel.Bid price must include all equipment, and or materials to complete the installation and labor at prevailing wage rates.Prospective BIDDERS may address inquiries to:Region I Planning and Development Council,1439 East Main Street, Suite #5Princeton, West Virginia 24740.Attention: Executive Director,Telephone: (304) 431-7225Prospective Bidders should note that this Contract will include the following critical requirements as identified in the Contract Documents:1. Certification of Non-Segregated Facilities2. Bidders on this work will be required to comply with the President's Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the specifications.3. All workmanship and materials must adhere to the 2009 International Building Code, 2009 Mechanical Code, and 2008 Electrical Code.4. Equipment warranty must be included as part of the bid package. A minimum of five (5) years on parts and compressor and 1 year on other parts and labor is required.5. Submission of a formal bid is an agreement to adhere to all specifications.6. Contractor shall provide all materials, equipment, labor and tools to necessary for the completion of the project.7. Work shall be completed within 60 days after the bid award.8. Contractor shall be responsible for cleanup and removal of all construction debris. Cleanup procedures will be preformed to accepted EPA standards and/or product manufacturer's specifications.9. Prior to final payment the contractor shall file a statement with the Town certifying that all material and payroll costs have been paid and that the Town is relieved of all responsibility for the actions of the contractor or his agents or employees.10. Contractor shall be responsible for any and all damages incurred during construction. In the event of roof leaks repairs are to be made by a qualified roofer.11. Contractor shall be licensed and bonded and shall submit proof of liability insurance in an amount of not less than $1,000,000.00 per incident as well as Worker's Compensation insurance.Bids shall be accompanied by a certified check or bank draft payable to the Town of Athens or a Bid Bond executed by the Bidder and grantee Bidder and a Bidder surety company approved by the Athens Town Council, in the amount equal to five percent (5%) of the Bid, to guarantee the Bidder's entrance into a Contract, if given the award.No Bid may be withdrawn for a period of 90 days after the time of the opening of the Bids.This contract is expected to be funded in whole or in part using funds from the American Recovery and Reinvestment Act (ARRA). Section 1605 of the Act prohibits the use of these funds unless all iron, steel, and manufactured goods are produced in the United States.
