The City of Soda Springs, Idaho is inviting the submission of qualifications from qualified Energy Service Companies (ESCOs) to provide energy performance contracting services for renewable energy systems, energy conservation, and a combined heat and power plant utilizing natural gas and other potential waste streams digester biogas and woody biomass fuels pursuant to I.C. 67-5711D. This project will include the development, design, construction, commissioning financing and possible ongoing operation & maintenance of said facility. This project may or may not include additional energy conservation and facility improvement measures for existing City facilities. Selected ESCO will identify and secure any project-relevant State and Federal grants, financing subsidies, utility incentives; carbon offset credits, and Power Purchase Agreements (PPA). The purchase value of electric generation and process heat will form the basis of "allowable revenue generation" under this solicitation, and any additional cost savings will be identified and attributed to building efficiency strategies and technologies and be known as "cost-saving measures." The attached RFQ describes the services requested, terms and conditions, the proposed project schedule, and the project description. A mandatory information meeting will be held on Tuesday, December 19, 2011 for ESCO firms wishing to respond to the RFQ. Meeting will be held at 10:00 a.m. at the City Council Chambers, Soda Springs City Hall, 9 West 2nd South, in Soda Springs, ID. RFQ responses must be received by February 1, 2012, by 4:00 PM (MST).
