The Norwich Housing Authority (Authority) will be accepting competitive proposals for a consulting firm to conduct energy audits for its 177 Federal public housing units located at three (3) developments and one (1) scattered site where a two family dwelling is located. The energy audit will be conducted in accordance with Public Housing Energy Audits, Proposed Rules Published Nov. 17, 2011, as the same may be amended, and 24 CFR Part 965, Subpart C, Energy Audits and Energy Conservation Measures, HUD Rehabilitation Energy Guidelines for One-to-Four Family Dwellings, HUD Rehabilitation Energy Guidelines for Multi-Family Dwellings and HUD Energy Conservation for Housing a Workbook of 1998. All applicants must be familiar with applicable HUD regulations. The Authority is currently in its fifth year of an energy performance contract. This audit is being procured to satisfy the five year energy audit requirement by HUD. The Request For Proposal (RFP) can be obtained at the Authoritys Main Office, 10 Westwood Park, Norwich, CT 06360 beginning on October 29, 2012 or by calling 860-887-1605 during normal business hours. Proposals must be received by the Authority by 2:00 p.m. on December 7, 2012, with an original and six (6) copies in a sealed envelope marked "ENERGY AUDIT RFP" and sent to: Charles C.
