The Department of Business, Economic Development, and Tourism anticipates the need to
engage the following professional services for General Engineering Technical Assistance.
Experience with Energy Star Portfolio Manager benchmarking, whole-building retrofit analysis,
Leadership in Energy and Environmental Design (LEED) assessments, financing options for State
building retrofits, and gap analysis is recommended. Professional services may be provided by
occupation series contained in the U.S. Office of Personnel Management’s (OPM) Qualifications
Handbook for Administrative and Management Positions under GS-0801 General Engineering.
The period of performance is anticipated to be from date of execution of contract to
September 29, 2015.
The estimated available funding for this project will be $350,000.Scope of Work:
The goal of the project is to strengthen, enhance, and expand the State’s existing energy
efficiency program by using Energy Star Portfolio Manager (PM) to benchmark appropriate
State Executive Branch facilities (State Executive Branch Portfolio) and use the results to
encourage state agencies to bundle facilities to pursue energy efficiency through energy
savings performance contracts or other financing mechanisms. The project will document,
analyze, and showcase a whole building retrofit, as well as analyze 10 large State Office2
buildings that have already been retrofitted to provide information and documentation for
best practices which could be replicable in the public and private sectors. The project will
also identify, assess, and develop strategies to overcome barriers that hinder adoption of
energy efficiency in buildings; partner to provide training that addresses building operations
and management best practices; and address financing mechanisms and innovative
programs to encourage energy efficiency in buildings.
