In accordance with the provisions of Texas Government Code, Chapter 2254, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is requesting submittal of qualifications to provide prime professional architectural/engineering services (A/E) for Project #10-023A-0323, Testing, Adjusting and Balancing for HVAC, Teacher Retirement System HVAC Components Retrofit Project, Austin, Texas. Work of the project includes testing, adjusting, and balancing of air and hydronic systems; measurement of final operating condition of HVAC systems; sound measurement of equipment operating conditions; and vibration measurement of equipment operating conditions, for alteration of the HVAC system at the Teacher Retirement System, 1000 Red River, Austin, Texas 78701. The TRS facility is two multiple story buildings with a linking level connecting the east and west towers. The construction project for which testing, adjusting, and balancing will take place consists of a complete renovation of the hot and chilled water central plant on the fifth floor of the west building. This work includes replacement of all pumps, two water cooled chillers, two air cooled chillers, two boilers and controls upgrades from pneumatic to DDC. Existing controls are a hybrid DDC and pneumatic system. The cooling towers will remain, with minimal work required. Miscellaneous work shall include multiple return air fan replacements, motor replacements and VFD installations, controls sequencing and instrumentation upgrades, and new piping arrangements. The central plant is being converted from constant flow primary system, to a variable primary flow system. Base work also includes the retrofit of 280 constant volume dual duct terminal units located in the west and east buildings with variable volume kits. All terminal units pneumatic controls will be converted to DDC by Andover manufactured Schneider Electric (existing HVAC control system). All on-site terminal unit work shall be completed during non-workday hours. Accepted Alternate #1 consists of a roof mounted generator and all associated equipment. NON-MANDATORY PRE-SUBMITTAL CONFERENCE: The non-mandatory pre-submittal conference is scheduled for Friday July 6, 2012 10:00AM. The location of the pre-submittal conference is at the Central Services Building, 1711 San Jacinto, Austin, Texas 78701, Room 182A. From the Lobby at 1711 San Jacinto, take the elevator to the fourth floor and sign in at the desk. A TFC employee will escort you to the meeting room. For the pre-submittal conferences there is metered parking on the street or free parking on the top level of State Garage B, 1511 San Jacinto, Austin.
