Bidders shall complete the attached Bid Form and Agreement to Comply with ARRA Requirements and submit same in a sealed envelope marked “Lighting Bid”. The City reserves the right to reject any or all bids submitted or any portion thereof and to select the bid that, in the City’s discretion, is believed to be most advantageous to the City. All bids must be received by February 15, 2012 at 2:00 PM. Bids will be opened publicly on February 15, 2012 at 2:15 PM. All bids will be considered binding for a period of thirty (30) days from the date of the official bid opening. Bidders are responsible for insuring that all materials can be installed in the City of Creve Coeur’s facilities listed above and are compliant with ARRA. All bidders are strongly advised to conduct site visits to each of the three facilities prior to submitting a bid. The selected bidder
shall be responsible for assisting the City in conducting a final walkthrough to verify the accuracy of the scope. Quoted prices should include costs for time spent ensuring product is compliant with ARRA, providing any needed documentation to assist the City with grant compliance, conducting a walkthrough of the City’s facilities, delivery costs and all other incidental costs. Additionally, the City will not inspect and separate out PCB ballasts from PCBfree ballasts. This service should be included as part of quoted recycling costs. The City shall only pay for materials that meet all technical specifications to be successfully installed in the City’s facilities and that are compliant with ARRA.
