RFP Description:
The Vermont Department of Public Service (Department) is responsible for evaluating the state’s
energy efficiency programs. The purpose of this Request for Proposals (RFP) is to select a
Contractor or team of Contractors to assess the administrative efficiency of Vermont’s Energy
Efficiency Utility’s (EEU’s) key business processes. Contractors with experience in
management audits, business process continuous improvement, Lean Office, business process
mapping and energy efficiency program process evaluation are encouraged to respond to this
RFP. Outcomes of this work will be review of EEU identified and mapped key business
processes, the establishment of quantifiable business process baseline metrics as well as
establishment of future quantifiable business process improvement targets. These metrics and
targets will ultimately be considered and used to evaluate EEU’s administrative efficiency in
future performance periods, drive operational performance and improve the efficiency of key
business processes over time.
Contractor(s) must have extensive experience and demonstrated abilities in all aspects of
evaluation, organization development, business process mapping/ analysis, strategic planning,
business process improvement, study design and report writing. Total proposal budget should
not exceed $175,000 for the entire scope of work. Proposals are due by 4:00 September 21, 2012 with the goal of selecting a Contractor by
September 26, 2012. The contract will start as soon as practicable following the contract award
for work and is expected to be completed by December 31, 2014. The selected Contractor must
be available to begin work immediately.
