Sealed proposals will be received by the Borough of Glenolden, Delaware County, PA for the: Borough Hall HVAC Improvements - FY 2011 CDBG Phase 1- replace existing boiler with three (3) new boilers, replace gas water heater with new electric water heater; Phase 2 - replace five (5) existing air handling units with five (5) new air handling units. Phases 1 and 2 includes demolition of existing equipment and removal from site, plumbing, mechanical and electrical work. Bids will be received at Glenolden Borough Hall, 36 E. Boon Avenue, Glenolden, PA 19036 until 10:00 AM on July 10, 2012. Bids will be publicly opened and read aloud at that time. The bid is expected to be awarded at the Borough Work Session Meeting on July 10, 2012. A mandatory pre-bid meeting will be held at the site on July 2, 2012 at 2:00 PM. Plans, specifications, and bid forms may be secured at Glenolden Borough Hall between the hours of 8:30 AM and 4:30 PM. A non-refundable deposit of $40.00 dollars will be required for each set of plans and specifications check made payable to Stantec Consulting Services Inc. Each bid must be accompanied by either a bid bond in the amount of ten (10%) of the bid amount with a surety satisfactory to the Borough or by certified check, cashiers check, or letter of credit. Bid bonds shall be accompanied by Proof of Surety of the official or agent signing the bond. Attention of bidders is called to all of the requirements contained in the bid packages, particularly various insurance requirements, and the requirement for a payment bond and performance bond of 100% of the contract price. The CDBG Contract is subject to Section 3 of the Housing and Urban Development Act of 1968, as amended, which requires, to the extent feasible, contractors to employ lower income residents of the project area, and to purchase materials from local businesses. The Bidder's attention is called to the fact that the CDBG project is receiving funds under Title 1 of the Housing and Community Development Act of 1974, as amended and as such, the Davis-Bacon Wage Act applies to this Contract and that the successful Bidder shall pay no less than the Federal Wage Rates determined for the project area as set forth in the Contract Documents.
