Sealed Bids will be received at the Office of the Purchasing Agent, Department of Finance, City of Norwich, City Hall Building, Norwich, Connecticut 06360 until 2:00 p.m. local time Tuesday, July 17, 2012 at which time they will be publicly opened and read aloud. Copies of the Specifications may be obtained at the Purchasing Office at 100 Broadway, Norwich, CT 06360 or online at the State of Connecticut DAS Web Portal or at the City of Norwich web site www.norwichct.org by clicking on Public Bids/Proposals. BID SURETY IN THE FORM OF A CERTIFIED CHECK OR BOND IN THE AMOUNT OF 5% OF SUCH BID IS REQUIRED. Bidder is to submit bid on the attached forms and in the manner requested. Bids must be deposited with the Purchasing Agent before closing time. Bids transmitted by facsimile will not be accepted. Attention is called to the fact that this is a Davis-Bacon prevailing wage project is funded through the Department of Housing and Urban Development under the Housing and Community Development Act of 1974 as amended in 1977. THIS PROJECT IS FUNDED THROUGH THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009. AS A RECOVERY ACT FUNDED PROJECT, THE PURCHASES MADE WITH THESE FUNDS MUST COMPLY WITH SECTION 1605 BUY AMERICAN PROVISION OF THE AMERICAN RECOVERY AND REINVESTMENT ACT. ALL IRON, STEEL AND MANUFACTURED GOODS PURCHASED THROUGH THIS BID MUST BE PRODUCED IN THE UNITED STATES. THE CONTRACTOR SHOULD BE PREPARED TO PRESENT PROOF OF US PRODUCTION. Contractors must ensure that employees and the applicants for employment are not discriminated against because of their race, color, religion, age, handicap, familial status, sex, or national origin.
