Energy Project RFP Alert - US MO - Mid America Regional Council RFP - Sustainable Code Framework And Code Audits

Description:
There are three specific objectives for this project:
1) Produce a Model Sustainable Code Framework: Produce a comprehensive Sustainable Code
Framework that identifies codes, strategies, and policies that local governments can adopt and
apply that will facilitate redevelopment and sustainable development in their communities. The
following are some key elements of this objective:
i) Communities should be able to pick and choose individual codes and policies to adopt or
adopt a suite of the codes, strategies, and policies that reinforce each other.
ii) The framework should cover development and zoning codes, building codes,
development incentives, and other policies that municipalities might adopt that could
influence redevelopment or sustainable development.
iii) It is anticipated that the Framework will emphasize increasing the options and incentives
available to foster sustainable development rather than mandating specific practices.
2) Conduct Eight Code Audits: Conduct code audits of development and building codes and
development policies and incentives in eight municipalities. The following are some key elements
of this objective:
i) The audits are focused on modernizing current development and building codes and
policies in order to foster sustainable development and redevelopment.
ii) The audits should use the framework as a guide and should result in a set of
recommendations for changes and additions to current codes and policies and the
rationale for the suggested changes.
iii) The primary focus of this RFP is development codes (including zoning and subdivision
regulations), but there should be a building code element of both the Framework and
code audits. MARC and its partners anticipate working with the consultants to further
refine the level of detail involved with the building code element of this project. At
minimum, there will be a building code/energy efficiency piece of the framework and a
high level review of building codes in the participating jurisdictions as part of the code
audits.
iv) The audit recommendations should be compatible with Missouri and Kansas state
statutory requirements.
3) Develop A Website For The Sustainable Code Framework: The website should be easy to
navigate, update, and search for code strategies. We anticipate the website being a national model
for promoting sustainable development codes.
