Notice is hereby given that the Montgomery County Housing Authority (MCHA) will receive bids for Prime Mechanical Contract for Capital Fund Program PA26P01250110, PD 2010-7A and 7-B, Replace Gas Service and Gas Furnaces at Crest Manor, 2231 Hamilton Avenue, Willow Grove, PA 19090. ARTICLE 2 - BID OPENING DATE AND PLACE 2.1 Bids will be received at the office of The Montgomery County Housing Authority located at Robert P. Smith Towers, 501 East High Street, Pottstown, PA 19464, until 2:00 P.M., prevailing time on Friday, April 27, 2012 , at which time and place bids will be publicly opened and read aloud. ARTICLE 3 - THE WORK 3.1 The Work can generally be defined as Replace Gas Service and Gas Furnaces at Crest Manor, 2231 Hamilton Avenue, Willow Grove, PA 19090. ARTICLE 4 - BID DOCUMENTS 4.1 Bidding Documents, including plans and specifications, are available for inspection at the MCHA office located at Robert P. Smith Towers, Modernization & Development Department, 501 East High Street, Pottstown, PA 19464 on or after Tuesday, April 3, 2012, where they may be inspected during normal business hours. (8:00 A.M. - 3:30 P.M.) 4.2 Bid Documents may be obtained from the MCHA office by depositing Seventy-Five Dollars ($75.00) for each set of documents. No more than two (2) sets of documents will be issued to any single prime contractor. All Deposits are nonrefundable. ARTICLE 5 - SECURITY REQUIREMENTS 5.1 A Certified Check or Bank Draft, payable to the order of 'The Montgomery County Housing Authority', U.S. Government Bonds, or a satisfactory Bid Bond, executed by the bidder and acceptable sureties in an amount equal to five percent (5%) of the bid shall be submitted with bid. ARTICLE 6 - CONTRACTOR'S QUALIFICATIONS 6.1 Contractor's Qualifications Statement will be required for consideration of application to bid (hereinafter). Submit with bid. ARTICLE 7 - PRE-BID MEETING 7.1 A Pre-Bid Meeting has been set for 10:00 A.M., prevailing time on Monday, April 16, 2012 at Crest Manor, 2231 Hamilton Avenue, Willow Grove, PA 19090. A site visit will be held immediately following the Pre-Bid Meeting. ARTICLE 8 - SPECIAL CONDITIONS OF THE OWNER 8.1 This Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended. This provides special consideration for qualified Section 3 contractors in addition to training, employment, and business opportunities, if feasible, for lower-income residents, as defined by HUD, of the project area. 8.2 The successful bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds. 8.3 Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Bidding Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. 8.4 The Montgomery County Housing Authority reserves the right to reject any or all Bids or to waive any informalities or irregularities in the bidding when, in the opinion of the MCHA, such rejections or waivers shall be to its interest or advantage. 8.5 Prior to awarding the contract, Bids may be held by the Montgomery County Housing Authority for a period not to exceed sixty (60) calendar days from the date of Bid Opening for the purpose of reviewing the Bids and investigating the qualifications of Bidders.
