The City of Newark, Department of Administration, is soliciting through the Fair and Open Process in accordance with The New Jersey “Local Unit Pay to Play” Law N.J.S.A. 19:44A-20.4 et seq., “Request for Proposals” (RFP) for assistance in Developing and Implementing an Energy Savings Plan for Municipal Buildings/Facilities in accordance with the New Jersey Board of Public Utilities Energy Savings Improvement Program guidelines and protocols. Any organizational representative obtaining a copy of this RFP package will be required by the Department of Administration to sign in as a “Registered Respondent.” In order to become a Registered Respondent, prospective bidders must either pick up an RFP package in person and sign in at the address above or may register via emailing sonkinj@ci.newark.nj.us. Emails must include name of contact person and name, address and phone number for firm. **No one other than an employee designated by the Department of Administration is authorized to release a copy of this RFP package. All registered respondents are strongly encouraged to attend this pre-bidders’ conference and building walkthrough to be held on Tuesday, January 8, 2013 in Room B-29 in Newark City Hall, 920 Broad Street, Newark, New Jersey 07102 at 9am. This conference will provide an opportunity to for you to meet with designated City of Newark representatives to discuss the RFP and its requirements in detail, obtain a better understanding of current building conditions and discuss the project scope of work and anticipated/procurement timeline. There will also be a walk-through tour of 5 representative sample buildings included in this RFP (920 Broad St., 31 Green St., 828 Broad St., and 1020 Broad St.).

Town of Franklin invites proposals for an Energy Commodity Consultant to assist the Town with the procurement of natural gas and electricity supplies. The initial term of the contract will be January 7, 2013 through June 30, 2015 with the Town retaining the sole option for two (2) one year renewals. The first-renewal to start on July 1, 2015. Copies of the RFP may be obtained for no fees at the Purchasing Office, Franklin Municipal Building, 355 East Central Street, Franklin, MA 02038 between the hours of 8:00 AM and 4:00 PM, Monday to Thursday or by an email request addressed to: ncollins@franklin.ma.us The submittal deadline for the Proposals will be until 10:30 am, on Monday, January 7, 2013 at the Town of Franklin, Purchasing Office, above address. Envelopes shall be sealed and plainly marked. All Proposals must remain in effect for at least forty-five (45) days from the submission deadline. The Town reserves the right to reject any bid or portion of a bid, to waive any informality in the bid and to award a contract as shall be deemed in the best interest of the Town. Sealed bids will be received in the Facilities Planning Department (3rd Floor) of the Board of Regents for Higher Education (formerly the Board of Trustees of Community-Technical Colleges), 61 Woodland Street, Hartford, CT 06105 until 3:00 PM EST on Thursday, January 17, 2013 and thereafter publicly opened and read aloud. As security, each bid must be accompanied by a Certified Check payable to the Treasurer of the State of Connecticut, OR the bid must be accompanied by a Bid Bond, AIA Form A-310, having as surety thereto such Surety Company or Companies as are authorized to do business in this State for an amount not less than 10% of the Bid. The awarding authority reserves the right to waive technical defects or to reject any and all bids. The Illinois Tollway is giving notice of intent to award an Emergency procurement to Complete Temperature Systems Inc., The first repair (quote 123-759 11,300) involves the removal and installation of one new compressor and a hot gas bypass system in a Johnson 15 ton HVAC unit, Model #J15HBC00A4BAA1A. This unit currently supplies air conditioning to all Toll collection booths in the westbound lanes. The system is currently operating with one compressor out of two and is without a back-up should the only compressor fail. This would create dangerous temperature situations during the summer months for Toll Collectors working in small booths without any type of cooling.The second repair (quote #123-578 $14,100) involves the removal and installation of two new compressors and a hot gas by-pass system in a Johnson 15 ton HVAC unit, model #J15HBC00A4BAA1A. This unit currently supplies critical air conditioning to all Toll Collection booths in the eastbound lanes. The booths are without any cooling at this time as both compressors are non-functioning. This situation will create dangerous temperature situations in the summer months for Toll Collectors working in small booths without any type of cooling.The emergency procurement also involves the replacement of a 7.5 ton condensing unit, one indoor evaporator coil, and a hot gas bypass system in York A/C unit, model #H4CE090A46C. This unit currently provides supplemental and back-up cooling for the radio and tower equipment rooms for Plaza 61. The York system is currently down leaving the facility without a means to supplement the building’s HVAC system in high temperature days.The radio towers provide critical communications for Illinois State Police and Tollway Emergency equipment. The radio equipment must be properly cooled to operate during summer months.
