Bid Description:
The Town of Farmington was recently awarded funding through the Energy Efficiency Conservation Block Grant
Program (EECBGP) which is funded by the US Department of Energy (DOE) and appropriated by the New
Hampshire Office of Energy and Planning (NHOEP). This funding has been allocated through the American
Recovery and Reinvestment Act (ARRA) of 2009. Contractors are required to comply with all federal and ARRA
specific requirements (Exhibit A) including but not limited to:
1. Davis-Bacon Act (DBA) wage requirements;
2. Drug-free workplace;
3. American Disabilities Act (ADA) compliance;
4. Environmental tobacco smoke;
5. Hazardous waste management; and, EECGBP Contract Document
6. the Buy American Act.
All Federal contract flowdown requirements are available in Exhibit A.
All Contractors are required to provide certification of compliance and must attest that they have not been debarred
or suspended from federal contracting. Contractors are also required to provide Certified Payrolls for all employees
(Attachment 6) and shall provide job reporting to the Owner as required to comply with ARRA requirements. website
